CAPE TOWN - The ANC in the Western Cape has laid a complaint with the Human Rights Commission against a Hout Bay resident.

The pary says Hartley's comments were highly offensive.

In a Facebook post, Hartley described Africans as animals who should be tied to a rope.

The ANC is calling for the maximum penalty against her.

The Hout Bay Civic Association opened a case of crimen injuria against her on Monday.

"We've got our case number and we'll be providing the police with statements and a copy of the post," said Roscoe Jacobs of the Hout Bay Civic Association. 

"We will follow up and ensure that the matter is presented before the court ."
