Many municipalities are dysfunctional: analyst

JOHANNESBURG - The National and Provincial governments must reassess interventions at dysfunctional municipalities according to the Dullah Omar Institute's Tinashe Chigwata.

Some municipalities remain under administration ahead of the local government elections next month.

Chigwata said, "but what we see in many of our municipalities that are dysfunctional is that there are systematic problems. There are problems that an election cannot fix."

"An election does not guarantee that you will have new councilors. More often the same councilors that are responsible for these problems come back into these councils. As a result, the problem that we are seeing continue and obviously citizens on the ground are affected in terms of access to services.”
