But tourism authorities say it's going to take some time before the impact of COVID-19 can be reversed.
KwaZulu-Natal has over 22,800 confirmed cases of COVID-19 and is still reporting hundreds of new cases daily.
Under the new regulations, a maximum of 50 people are allowed at funerals, weddings, gyms, swimming pools, bars, taverns, shebeens, cinemas, theatres and concert venues.
Inter-provincial travelling around South Africa and water-based tourism activities are also allowed under Level 2 regulations.
