CAPE TOWN - Rotten to the core. That's how the Cederberg Municipality in the Western Cape is being described.

Whistleblowers claim the current administrators have looted nearly R800,000 allocated for COVID-19 relief efforts.

The municipality itself also wants answers from a former councillor over almost R1-million in wasteful expenditure.

Danville Smith says he's willing to do whatever it takes to clear his name.

An investigation report alleges that Smith was involved in various corruption scandals.

But Smith says the damning report lacks credibility.

Investigations into this corruption saga are still ongoing four years after the initial investigation report was published.
