JOHANNESBURG - Government's assurances and action are normally the two most important things that keep countries going during pandemics.

For South Africa though, mixed messages have caused confusion and anger.

On 6 May, eNCA reporter Masego Rahlaga asked Health Minister Zweli Mkhize why government is not heeding calls to close the borders and just on Saturday, acting Health Minister Mmamoloko Kubayi-Ngubane, announced that the Delta variant is driving Gauteng's third wave of infections.
