CAPE TOWN - District Six residents say they're optimistic that the area will be redeveloped despite Rural Development and Land Reform Minister, Maite Nkoana-Mashabane.
The minister told the Western Cape High Court that financial budget constraints caused the delay.
Nkoana-Mashabane asked public and private sector stakeholders to help make up the over R2-billion shortfall the department needs to redevelop the area.
In total, 3,000 families are waiting to be returned to the area.
