Dlamini-Zuma has stressed that the capacity and capability of people working in municipalities need to be improved.

“It is not a good report, it shows that the state of municipalities is not healthy but as a new minister, I have to figure out what we have to do,” Dlamini-Zuma said.

“One of the things that we may need to do is to build capacities and capabilities in the municipalities not only on financial management and supply chain management but generally on good governance.”
