JOHANNESBURG - Government seems to be going in circles when it comes to Gauteng's much-hated e-tolls.

The latest is Deputy Transport Minister, Sindisiwe Chikunga.

She says South Africans will have to pay the e-tolls loan back, whether they like or not.

Chikunga says this will ensure road infrastructure is repaired.
