The area erupted in deadly protests over service delivery and billing issues.

Campbell was accused of ignoring residents when she didn't pitch for a previous meeting.

"We will provide 50 percent write-off of debt in excess of one year on the date of application and approval. Inclusive of rates, service charges, interests and other costs.

"With the billing system: many of you have highlighted issues of historic debt and incorrect billing hanging over you and your families. This needs to be rectified immediately.
