JOHANNESBURG - The South African Medical Research Council estimates at least 3,500 children are abandoned every year and many of them don't survive.
Rights groups say the government needs to do more about women's reproductive rights.
Abortion Support SA's Gaopalelwe Phalaetsile said, "it's not gender-responsive.
"It doesn't care about reproductive justice.
"I don't think government is taking any gender issues seriously, especially reproductive justice."
KZN health MEC Dr Sibongiseni Dhlomo said earlier this year better education around sexual health is necessary including for men to prevent child abandonment.
