CAPE TOWN - Six families living in a community hall are refusing temporary shelters according to executive mayor Dan Plato.

This is while homes are being built for them.

A fire swept through Hout Bay in October last year.

It left two people dead and almost 100 others homeless.

Meanwhile, it's the same situation in Gugulethu where back-yarders have been living in a hall after a fire.
