JOHANNESBURG - The South African Students Congress hasn't ruled out a national shutdown at tertiary institutions.

The student organisation wants historical debt scrapped to allow students to register.

Chaos broke out at the University of KwaZulu Natal after students were prevented from registering until a portion of the money owed is paid.
