It's now hoped the opening of a state-of-the-art licencing hub in Tembisa will help stop this.

One driving instructor says those who buy licences threaten the lives of other motorists.

Transport Minister Fikile Mbalula opened the new licencing hub where it will be much harder to buy your way onto the road.

"The setup here is a setup of crime prevention so that people who come here are people who came for licenses, not to bribe their way up,” said Mbalula.

The minister says there will also be steep consequences for officials who continue breaking the law.
