JOHANNESBURG - The South African Municipal Workers’ Union says government should provide a grant to municipalities to assist them when residents can't pay for rates and taxes.

Broken infrastructure as a result of lack of funds or spending has been blamed for deteriorating infrastructure and poor service delivery in most municipalities.
"There are also realities of underfunding towards municipalities and we have raised this before, more especially around the equitable shares and the calculation of equitable shares to the rural municipalities but it is a general problem that is negligence in municipalities and poor governance in terms of the funding," said Samwu's Dumisani Magagula.
