JOHANNESBURG - As things stand, the minority white community still earns much of the wealth while the majority black community remains overrepresented at the bottom of the food chain.

This year marks the seventh anniversary of the National Development Plan and indications are that government isn't meeting the targets set in the plan to lead South Africa out of poverty.
