JOHANNESBURG - African governments are lagging behind in registering new births and this has serious implications for the planning of health and other government services.

Unicef says at this rate African countries won't meet the UN's Sustainable Development goals on providing legal identity.

It's called on African governments to use digitisation and other innovations to register all births.

Unicef's Regional Chief of Communications, James Elder, said South Africa is ahead of other countries with the registration of new infants being over 90 percent.
