JOHANNESBURG - The Life Esidimeni arbitration hearings continued in Johannesburg on Friday.
On Thursday, Gauteng&39;s Mental Health Deputy Director, Hannah Jacobus testified that she was instructed to break the law.
Jacobus said she and other officials raised concerns about the licensing process but they were told the project was unusual and there was no time.
She now regrets issuing licences to NGOs were patients died.
One hundred and forty three mentally-ill patients died when they were moved from Life Esidimeni facilities.
Two senior Gauteng Health officials implicated in the tragedy resigned this week.
