POLOKWANE - Government says one in three municipalities in South Africa is not financially viable and an additional third of the municipalities are at risk.
To improve service delivery and the bottom line, some municipalities are now being merged or redrawn. But the recent protests in Vuwani have highlighted the unpopularity of those decisions on the ground.
Political parties too are questioning the independence of the demarcation board and whether changing boundaries really improves service delivery.
From civil society to political parties, there are calls for the board to allow more public participation when making decisions.
