JOHANNESBURG - The state capture inquiry is finally on the cards after President Jacob Zuma released the terms of reference on Thursday

Deputy Chief Justice Ray Zondo said he is available to start the inquiry the moment its scope is made public. 

But the publication of the terms of reference is just the latest event in a long, complicated saga that is certain to drag on for some time to come.
