JOHANNESBURG - The South African Tourism board and Tourism Minister were completely out of kilter, for months before it was dissolved.

That's according to former board member Rachel Nxele. She says they struggled to get the minister's attention to resolve issues at the agency.
The board's dissolution is being challenged in court.
