JOHANNESBURG - Weak controls at municipal level continue to destroy confidence in local government.
Audit findings reveal serious financial weaknesses in several metros, with Johannesburg coming in for particular attention.
"It is a dubious honour to be the only metro, Johannesburg, that needed the remedial help of the Auditor-General and her team because the initial financial statements that were presented to them were not good enough," said governance expert Paul Berkowitz.
"The team actually sits there to help them get over the line."
