JOHANNESBURG - Government can publish transformation goals, but they mean nothing unless legislation is enforced.
That's the view of the Black Business Council.
Last week the Labour Department published new equity goals.
It empowers the Minister to set industry-specific transformation targets.
Black Business Council CEO Kganki Matabane says government loses interest once bills are passed.
"To be honest with you, we are not confident that the department will all of a sudden have the capacity to monitor because the biggest challenge we are having in South Africa is that ... if at least 50% of those legislations were implemented properly, we would be in a much much better position," Matabane said.
"For us, government should be going to these companies and just walk around and see because most of these companies that claim that they are transformed, you walk into them you don't see a level one company.
"You walk into them you realise that the only black people that are there are the drivers and the cleaners," he said.
"All management are white males mainly and they are allowed to do that thing because government is not implementing and monitoring what is supposed to be implemented.
"But we still support the legislation because once the legislation is there we will be able to take them, those companies to court ourselves for failure to implement a government legislation."
