JOHANNESBURG - The Parliamentary panel's findings into President Cyril Ramaphosa's Phala Phala farm theft are flawed.
That's the view of legal expert, Elton Hart.

He says the panel had no witnesses and based its findings on hearsay, something that wouldn't stand in a court of law.
Hart says the president has a right to take the matter on review.
"The president does have a right to take any report that's making adverse findings against him on review," he said.
