PRETORIA - Investigating Directorate Against Corruption (IDAC) head Advocate Andrea Johnson says the charges against Lieutenant-General Dumisani Khumalo depict “state capture”, “fraud” and “corruption”.
She is testifying before the Madlanga Commission on Tuesday.
Johnson is responding to various allegations of improper conduct and interference levelled against her and the Investigating Directorate.
In her sworn statement, she told the Commission that IDAC’s investigations found that the appointment of certain individuals to positions within Crime Intelligence by Khumalo and his co-accused enabled them to strategically access funding without following proper processes.
"This is because their token appointments would not stop them from their unlawful acts," Johnson told the Commission.

"That is what IDAC, upon looking at all the matters, holistically established. However, if one looks at an individual case, this bigger and clearer picture does not emerge. When looked at holistically, the cases depict state capture, fraud, corruption and defeating the ends of justice."
The cases against Khumalo and his co-accused were referred to IDAC by MP Fadiel Adams in November 2024. A second referral was made later that month by then Police Minister Senzo Mchunu.
Khumalo was arrested in June 2025 on fraud and corruption charges linked to the appointment of Brigadier Dineo Mokwele.
Johnson said the cases against Khumalo and his co-accused involved the alleged manipulation of recruitment processes and the appointment of individuals without the necessary qualifications to strategic positions within Crime Intelligence.
She said this also included bypassing vetting processes, resulting in the failure to apply for and obtain top-secret security clearances where required, a standard requirement for Crime Intelligence personnel.
Johnson also dismissed suggestions that Khumalo was arrested because he coordinated the Political Killings Task Team, saying IDAC had no knowledge of that role at the time.
