CAPE TOWN - Public Protector Kholeka Gcaleka has produced a scathing report on the City of Cape Town's failure to provide municipal services to residents of the Langa Flats and Khayelitsha.
Gcaleka released her findings after a four-year-long investigation.
But the City of Cape Town says that, in the time it's taken for the report to come out, they've remedied most of the issues residents were complaining about.
Gceleka said financial issues do not mean that municipalities can abdicate their constitutional obligations.
She said it's for this reason that all three spheres of government must work together to assist.
The City disputes some of the Protector's findings, saying they are out of date.
