The department spends 64 percent of its money on salaries.
This amounts to over R36-billion, leaving very little for operational matters.
Experts say the current allocation falls far short of the international benchmark of 1.5 percent of GDP.
They say that's what is needed to halt the structural decline of military capability.
Navy Chief Monde Lobese recently said that budget cuts mean our waters are largely unprotected.
The army and air force chiefs have raised similar concerns.
