Involvement of civillians in EMPD operations takes spotlight at Madlanga Commission

PRETORIA - The involvement of civilians in Ekurhuleni Metro Police Department operations has come into question at the Madlanga Commission of Inquiry.

Retired EMPD deputy, Revo Spies, says HR was briefed on the matter, but claimed there was not enough evidence to call for a disciplinary hearing.

Spies, who worked as an EMPD official for 33 years, continues his testimony at the Madlanga Commission detailing how Vusimusi Cat Matlala managed to infiltrate Metro Police.

EMPD deputy head, Julius Mkhwanazi, allegedly signed some of the appointment letters issued to civilians.

Also in his testimony, Spies says he requested an operational plan for Cat Matlala’s VIP team.

He says Matlala's companies were not tender-approved by Ekurhuleni Metro, raising concerns over their operations alongside the Metro Police.
