JOHANNESBURG - Trouble is brewing in Johannesburg over a controversial by-law regulating CCTV installation.
The regulation forces residents and businesses to apply for permission to install private CCTV cameras covering any public space.
It bans real-time monitoring and limits sharing footage with neighbourhood watch groups or private security firms.

It also demands payment of a licensing fee to have cameras around homes and businesses.
The Organisation Undoing Tax Abuse is taking the City of Johannesburg to court over the by-law.
Outa says the by-law violates constitutional rights and puts community safety at risk.
