PRETORIA - Former Ekurhuleni City Manager Dr Imogen Mashazi insists she acted correctly in suspending National Deputy Police Commissioner Julius Mkhwanazi over memoranda signed by EMPD companies linked to Vusimuzi "Cat" Matlala.
The Madlanga Commission remains unconvinced.
Chairperson Mbuyiseli Madlanga says Mashazi should have reviewed the City's legal opinion before stating that Mkhwanazi had been cleared by the metro.
The commission opened with a heated exchange between Mashazi and Commissioner Advocate Sesi Baloyi.
Mashazi told the commission that former Ekurhuleni Director Xolani Nciza was off the mark in suggesting she had a relationship with Mkhwanazi.
Mashazi claims she took action against Mkhwanazi, who allegedly signed a memorandum compelling the City of Ekurhuleni to do business with Matlala’s companies: CAT VIP and Medicare 24.
She said the memorandum signed by Mkhwanazi was irregular.
"I acted by referring the report to Corporate and Legal. And chief of police, because chief of police is mandated in terms of SAPS Act to discipline members...even the IPID report where they write to him to discipline Julius."
The commissioners argued that the City, including Mashazi, did little to hold Mkhwanazi accountable, despite an IPID report recommending he be charged.
Police Minister Senzo Mchunu is expected to appear before the Commission on Tuesday.
