He told the Madlanga Commission he met an operative in Kenya to confirm this.
Mogotsi says this was under late Ambassador Nathi Mthethwa's instruction.
Crime researcher and expert, Thabang Bogopa, said informers easily become dormant.
"The fact that one has been an informant does not necessarily mean they would have that status permanently."
