JOHANNESBURG - Gender-Based Violence has been called an epidemic, a crisis and in the latest iteration, a national disaster.
But NGOs say little has changed despite the establishment of task teams, councils and a grand plan.
The Tears Foundation says there seems to be little political will to implement the National Strategic Plan.
"I'm hoping that they're going to implement the NSP and put funding that way. I'm hoping that we are going to have political will, because all we've had is political voice. We've got this awesome legislation," said Celeste Louw.
"There's no funding. NGOs are closing by the day. Shelters are closing. You know, there's no real concerted effort to train people to understand what the law actually says.

"If we want to eradicate this problem, we have to have a collaborative, multidisciplinary, funded approach, because this is a complicated set of things, and we need to address it in all areas.
"But that requires money, and it requires a united, collaborative approach," she said.
"And we need to get departments to speak to each other, and things like that."
