The draft follows complaints that some estates and businesses collect too much information, including ID numbers, fingerprints and facial recognition data, without clearly explaining how it’s stored or used.
The proposed rules will apply to residential estates, office parks, schools, hospitals and government buildings.
It would also require organisations to justify every piece of information collected.
