JOHANNESBURG - Uncollected rubbish bins are piling up across Johannesburg.
The city's refuse agency, Pikitup, is buckling under pressure.
The agency says only a third of its collection trucks are working.
That's just 82 out of 223, with 141 either broken or scrapped.
The accumulating piles of waste have sparked health concerns.
Making matters worse is that only two landfill sites in the city are fully operational.
That is increasing turnaround times and the backlog.
