KEI MOUTH, Eastern Cape - Ndumiso Nkosi says being the skipper of the Kei Mouth ferry, has been a life-changing experience.

The Kei Mouth ferry has been an important mode of transport for many communities living in nearby villages and visiting tourists.

Last year, residents complained about the lack of service delivery in the Makana Local Municipality, appealing to the Human Rights Commission to intervene.

It's not the first time the Chapter 9 institution has demanded accountability.

Two years ago, it released a scathing report about the appalling state of the province's roads.

The inquiry concluded that the inadequate infrastructure severely impacts essential services, but the village of Kei Mouth has found a novel way to move people and vehicles.
