Hlabisa says he will convene a special Cogta Ministry and Members of the Executive Council (MinMEC) meeting on Tuesday evening.
'I am very confident that the coalition discussions and political parties who can work together, and who can constitute 50% plus one, will find each other. People of South Africa want a stable local government that is going to deliver services now, not next year or the next month.
"So political parties, as they are engaged in negotiations, they are working on certain principles. Principles of stability and principles of ensuring that corruption is driven out of our municipalities. Those guiding principles will align political parties who will form a substantial majority in order to constitute councils within 14 days,' Hlabisa added.
