Carrim claims he was left in the dark over millions in SAPS-linked tender

PRETORIA - North West businessman, Suleiman Carrim told the Madlanga Commission that he was left in the dark over millions paid for a SAPS linked tender

Carrim said he received only partial payments before the contract was abruptly cancelled.

“At the end of 2024, we had still not gotten any payments in. I began pressing Vusimuzi to provide me with invoices and payment details from SAPS. 

"At this stage I was becoming despondent due to the non-payment from Vusi,” Carrim told the commission," Carrim said. 

To verify whether the tender was still active, Carrim said he contacted North West businessman, Brown Mogotsi to check.

According to Carrim, Brown would relay information back to him based on what he allegedly knew and assured him the contract was still operational.

Carrim said he was told that in December 2024, payments would start coming through. 

But his sense of relief was short lived.

“In January 2025, Vusi contacted me and requested further money to service the tender. I advised Vusi that I could not provide further funding at this stage because I was not receiving any payments towards the funds advanced,” he told the commission," he said.

Carrim said he was particularly concerned because he had already advanced R10 million without receiving any payment.

He claimed that it was only in February 2025 when payments began coming through, and by March he said he had received a net amount of R1.75 million.

But before any further payments could be made, he was informed that the contract had been cancelled.
