Heavy rain, strong winds and flooding continue to batter the province as another cold front moves through the region.
Flooded roads, power outages and dangerous driving conditions have been reported across several areas.
"Up till now, we speculate that there's around about five people that lost their lives. it's a difficult period, but we will get through this," he said.
Bredell has urged residents to be cautious during these times, which includes staying away from crossing rivers and streams.
"It's very dangerous. You underestimate the power of the water. Through that, we lost, I think, three lives, more or less," he said.
He said municipalities as well as NGO's have come out to assist during this time, from providing shelter and food.
