Some households have been slapped with bills running into the millions for services like electricity and water.
This while they continue to face major service delivery failures, from sewerage spills to water shortages and crumbling infrastructure.
Last year, Eskom attached Emfuleni’s bank accounts over its failure to pay electricity debt.
