Joburg faces service delivery crisis

JOHANNESBURG - Acting Joburg Mayor, Kenny Kunene, says illegal power connections are costing the city billions.

Kunene led a service delivery campaign in Johannesburg this morning,  focusing on by-law enforcement and efforts to improve infrastructure across the city.

According to governance expert, Professor Sam Koma the city lacks institutional capabilities. 

He says the city has all the resources but it does not have the right people with the right skills to fulfil the aspirations of its residents.
