JOHANNESBURG - Gauteng Premier Panyaza Lesufi says it's impossible to expect a struggling municipality to properly deliver services.
Failure to manage public resources has left the City of Johannesburg struggling to provide basic services.

But Lesufi says plans are under way to turn things around.
"The more you have this kind of economy that is not performing the way we want it to perform. You will have people who cannot afford to pay. I support the mayor. We will assist the municipality in preparing a white paper on local government," Lesufi explained.
