JOHANNESBURG - A disciplinary hearing has found that the City of Ekurhuleni failed to prove allegations of sexual harassment and abuse of authority against EMPD Chief Isaac Mapiyeye.
The case centred on a relationship between Mapiyeye and a junior employee.
The chairperson found that while the power imbalance was not in dispute, the employer failed to prove that the relationship was unwanted or maintained through coercion.
Mapiyeye always alleged that the relationship was consensual.
The disciplinary inquiry concluded that the employer did not discharge the burden of proof to establish misconduct.
Mapiyeye testified against several Ekurhuleni officials at the Madlanga Commission, accusing them of corruption.
He said he faced threats after trying to discipline rogue subordinates like Julius Mkhwanazi.
