JOHANNESBURG - Johannesburg's public pools are missing out on the summer rush.
And most are still closed despite the rising temperatures.
Community leader Dulton Adams said poor planning, lack of proper budgeting and no clear management plans, are leaving residents without these facilities.
The city has 57 public pools, but only 13 are open so far.
Ten more are expected to open on Monday.
"Every season there's just no budget.
There's just no management plan. There's no vision to make sure that the children come off the streets and you look at the pool. This is not the only pool.
"Remember spring day, pools must open first. Then the City Council asked for 1 October, pools would be open. That was missed and then now the 7th," Adams said.
