JOHANNESBURG - There's been outrage over government’s failure to end blackouts.

Just after President Cyril Ramaphosa's State of the Nation Address, the country was plunged into Stage 6 power cuts.

Businesses and ordinary South African have been severely affected.

"Sometimes we should first define the problem before we start providing solutions," said NUM's Energy Sector coordinator, Khangela Baloyi.

"Our problem lies with breakdowns, what is called UCLF (unplanned capacity loss factor).

"If we can resolve that problem we would be able to get rid of load-shedding," he said.
