The commission is investigating after receiving complaints that load reduction affects disadvantaged communities more than affluent areas.

Various community groups and individuals complained to the Human Rights Commission that load reduction unfairly targets rural areas, informal settlements and townships.
Eskom and the Electricity Minister are expected to testify before the HRC Commission’s inquiry on 18 February.
