CAPE TOWN - Nineteen vehicles have been impounded in Mitchells Plain for flouting scholar transport regulations.
They were overloaded, had no permits, or their drivers were allegedly drunk.
One taxi was found with about 60 children inside it.

It's the same area where six children died after being flung from a bakkie last year.
Authorities are appealing to those transporting children to school to ensure their vehicles are roadworthy and the drivers are fully compliant.
