System being exploited for corruption - TMPD Deputy Commissioner Bolhuis

PRETORIA - Tshwane Metro Police Department Deputy Commissioner, Sean Bolhuis said certain elements within the city are exploiting the system for corruption.

He was testifying before the Madlanga Commission of Inquiry on Wednesday. 

Bolhuis testified that both he and the chief were used because much of the wrongdoing occurred under their watch.

"We were used as decent, law-abiding, loyal officials, both me, the chief of police, other officials, we were used because it happened under our nose. And it's shameful. We could have done better," he testified. 

Wrapping up her testimony earlier, TMPD chief, Yolande Faro, told the Madlanga Commission she only became aware of the appointment of security service provider El Shaddai after the deal had already been signed.

She insisted she had no prior knowledge of any plans to bring the company on board.

Testimony at the Madlanga Commission is raising serious questions about procurement practices and oversight within the TMPD. 

 

Crime expert Chris de Kock said these testimonies raise serious questions about procurement practice. 

De Kock pointed to a troubling reality that those in power failed to carry out their responsibilities. 

According to De Kock, leadership cannot turn a blind eye when it comes to money matters.
