JOHANNESBURG - The South African Human Rights Commission is holding an inquiry hearing on the impact of load reduction on human rights.
The commission is investigating after receiving complaints that load reduction affects disadvantaged communities more than affluent areas.
Various community groups and individuals complained to the Human Rights Commission that load reduction unfairly targets rural areas, informal settlements and townships.
