CAPE TOWN - One of the many aspects of Finance Minister Enoch Godongwana's Budget Speech will be the government's commitment to early childhood development.
Currently, seven out of 10 children live in poverty. Additionally, 1 million children aged between 3 and 5 are not accessing any early learning opportunities.
Ilifa Labantwana is an NGO dedicated to improving access to early childhood development services for children and their caregivers.
Public finance economist, Daniel McLaren says about 70% of those children live in households that are below the upper above poverty line.
This means households have to make trade-offs each month or they don't have household income.
Those children are benefitting from the ECD subsidy.
