JOHANNESBURG - General Nhlanhla Mkhwanazi told the Madlanga Commission that he is baffled by Shadrack Sibiya's progression to the highest office in the SAPS despite some serious allegations against him.
Prior to his appointment as SAPS Organised Crime Unit Head, Sibiya was dismissed by the Hawks. He moved on to serve as the head of Group Forensics and Investigations Services at the City of Johannesburg.
He was soon investigated for corruption.
In 2022, the City of Johannesburg wrote to Police Minister Bheki Cele, alerting him of the risks that come with appointing Sibiya as Deputy National Police Commissioner for Crime Detection.
