JOHANNESBURG - The Organisation Undoing Tax Abuse (Outa) says that Parliament remains ineffective.
It is the fifth year that the oversight body has failed the organisation's report.
Outa says poor governance has inflicted severe damage on its integrity.
It says that the situation only seems to be getting worse.
"We ought to think that every year there would be some form of improvement or consecrated efforts on items that require attention but sometimes it seems to be going down hill instead," said Outa's Rachel Fischer.
"We have been sitting under a new president and we have been hoping to see that there has been efforts towards addressing what has occurred in state capture."
